However a 28% increase in an already-high rate of anti-LGB crime <i>is</i> significant, both because of the size of the increase and because of the size of the base line value. Homophobic hate crime seems to be on the rise everywhere - there's been an 18% increase in London from this time last year, and I think we all know about the cesspit of hate that Africa is turning into.
